MENSAH, J.H.: Minister for Finance [and Economic Planning]. Born at Sekondi in 1928. Education: attended Achimota School (1942-47), University College of the Gold Coast (1948-53), London School of Economics (1954-56) and Stanford University, California, USA (1956-57). He worked with the Department of Income Tax as Assistant Inspector of Taxes (1953-54) and later as Lecturer in Economics, University of Ghana (1957-58); then at the UN Headquarters as an economist (1958-61). Other posts he held in Ghana include Chief Economist and Principal Secretary (1961-65). From 1965 to 1969 was Director of the Division of Trade and Economic Co-operation of the Economic Commission for Africa, Addis Ababa. Resigned to become Commissioner for Finance in Ghana prior to the general election.
